In a decisive move at the “kleiner Parteitag” held in Berlin, the Christian Democratic Union (CDU) endorsed the coalition agreement negotiated with the Social Democratic Party (SPD). The agreement, titled “Responsibility for Germany” and spanning 144 pages, was overwhelmingly approved by around 150 CDU delegates through a visible show of hands. The session, led by Saxony’s Prime Minister Michael Kretschmer, demonstrated clear backing for the pact, with no notable opposition or abstentions observed.

Following the approval by the Christian Social Union (CSU) earlier, the CDU’s vote further advances the formation of a black-red coalition. CDU leader and Chancellor-designate Friedrich Merz emphasized the necessity of swift political changes, particularly in the areas of economy, migration, foreign policy, and security. Merz presented the agreement as a strong foundation for a stable and effective government, stating that CDU and SPD are committed to delivering successful governance.

Merz Announces Significant Policy Shifts

Addressing the delegates, Friedrich Merz underlined the urgent need for policy realignments. He promised more stringent controls at national borders from the first day of the new administration, alongside a tougher stance within the European Union on migration issues. According to Merz, the increasing strain on cities and communities, caused by high migration figures, threatens social cohesion and democratic stability in Germany.

He acknowledged the lack of public enthusiasm for the incoming administration but framed the coalition as a “working government” focused on tangible results rather than political spectacle. Despite earlier disputes within the party, particularly over issues like the national debt limit, criticism during the party meeting remained minimal. Merz stressed that the coalition agreement allows the CDU to fulfill a large portion of its campaign commitments.

Hamburg Delegates Highlight Infrastructure Hopes

Delegates from Hamburg, including Bundestag member Christoph Ploß, expressed optimism about the coalition’s future impact on infrastructure projects. Ploß specifically pointed to anticipated investments in Germany’s transportation network, naming the expansion of highway routes such as the A26-East and A20, as well as the replacement of Hamburg’s Köhlbrand Bridge, as essential developments.

The meeting also addressed internal party appointments. Hamburg’s Franziska Hoppermann was nominated to take over the role of CDU federal treasurer, succeeding Julia Klöckner, who has been elected President of the Bundestag. This change forms part of the broader personnel decisions surrounding the new government structure.

CDU and CSU Reveal Ministerial Candidates

Alongside the coalition endorsement, CDU and CSU announced the candidates for their ministerial posts in the incoming federal cabinet. Key appointments include CDU deputy parliamentary leader Johann Wadephul as Foreign Minister, CSU parliamentary group leader Alexander Dobrindt as Interior Minister, and energy sector executive Kerstin Andreae Reiche as Minister for Economic Affairs.

The ministerial nominations signal a commitment to experienced leadership in critical areas, as the new government prepares to address challenges both domestically and at the European level. Friedrich Merz also pledged to position Germany as a leading voice within the European Union, aiming to strengthen unity and stability across the continent.

SPD Membership Vote Still Outstanding

Despite the progress among the Union parties, the final step depends on the SPD membership vote. Approximately 358,000 SPD members have been asked to cast their votes by Tuesday evening. Only after the results are published will the SPD leadership announce its selection of ministers, expected no later than May 5.

If SPD members approve the agreement, the coalition pact will be formally signed on May 5, and Friedrich Merz is scheduled to be elected Federal Chancellor by the Bundestag on May 6. With CDU and SPD holding a combined 328 seats, Merz is positioned to secure the required majority of 316 votes in the secret ballot.

Germany Poised for a New Political Chapter

The developments at the CDU’s kleiner Parteitag and the Union’s internal organization signal a determined move toward a new federal government. Pending SPD approval, Friedrich Merz stands ready to lead Germany into a period of targeted reforms, strengthened border policies, strategic investment in infrastructure, and a reinforced role within the European Union.

The coming days will determine if the groundwork laid by the CDU, CSU, and SPD will result in a stable coalition, set to address pressing national and international challenges from the very start of its tenure.
