Germany’s arms exports reached a new pinnacle in 2023. The Federal Ministry of Economics in Berlin announced that the country had granted export permissions for armaments totaling an unprecedented 12.2 billion Euros. This figure surpasses the previous high of 9.4 billion Euros recorded in 2021 and marks a notable increase from a brief decline in exports in 2022.

The Ukraine Conflict and German Arms Exports

A substantial portion of these exports, amounting to 4.4 billion Euros, was directed towards Ukraine, reflecting Germany’s ongoing support for the country amidst its conflict with Russia. This aid represents a significant component of Germany’s response to the complex geopolitical challenges of the current era. The exports to Ukraine, which constitute over a third of the total, underscore Germany’s commitment to supporting Ukraine’s defense against what is viewed as Russia’s violation of international law.

Distribution of Arms Export Permits

The Ministry’s report details that the permits issued included 6.4 billion Euros for the export of war weapons and 5.8 billion Euros for other military equipment. The primary recipients of these exports were not only Ukraine but also several EU, NATO, and NATO-equivalent countries, along with South Korea and Singapore. Collectively, these nations accounted for 89 percent of the total export value, with the remaining 11 percent distributed to various other countries.

Norway’s Significant Role

Among the countries receiving German arms, Norway also featured prominently, representing the second-highest value in the export permits issued. This indicates the broad scope of Germany’s arms export activities, extending beyond immediate conflict zones to encompass broader strategic partnerships within Europe and beyond.

State Secretary Sven Giegold of the Green Party explained that the record-high export figures are a direct consequence of the current security policy challenges.
